Short-video agencies in Finland: a comparison of nine agencies and who each one suits
Around twenty agencies in Finland sell short-form video, and they differ from each other far more than their websites let on. Some do pure production and deliver the files to a Drive folder. Some manage the channels, publishing and advertising. Some do not touch the organic side at all and only produce ad creative for the ad account. Published monthly prices range from four hundred euros to over ten thousand, and the difference comes down precisely to how much of the work is left to the client.
This comparison covers nine agencies. For each one we say what it sells, what is publicly known about its price and what kind of company it suits best. There is also a section on what changes when the buyer is a consumer brand, and a section on when you should not hire an agency at all.
One thing up front: this comparison was written by Formi Works and we are first on the list. That is not an objective measurement but our own view of who our model suits. The other agencies' details and prices were checked one by one on their own websites on 14 August 2026, and all prices mentioned below are published by the agencies themselves. Where no price has been published, it says "not published". We do not guess competitors' prices or team sizes.
Comparison table
| Agency | What it sells | Published price | Channel management included | Best for |
|---|---|---|---|---|
| Formi Works | Short-form videos, all of social media and paid distribution | see price list | Yes | A consumer brand that wants sales, not just views |
| Höyry Media | High-volume short-form video production | €2,500–7,200 / month by calculator, packages €3,700–9,000 | Packages including publishing from €4,500 / month | When the number of videos is the bottleneck and the rest of marketing is handled |
| Hirvee | Short-form videos and an in-house roster of eight influencers | Not published | Light management and publishing included | When you need faces and a ready-made audience in the same package |
| VSCY | Full-service marketing | Content Lite €1,490 / month, Aloitustiimi €3,500 / month | Yes | When the website and advertising need renewing at the same time |
| Fiid | Short-form videos, channel management and influencer marketing | Not published | Yes | When the brand operates in both Finland and Sweden |
| Visio Agency | Turnkey short-form videos | €1,600–4,500 / month, €1,500–4,000 on an annual contract | Yes | When you want a tiered package and a low entry level |
| MAU Agency | Light ongoing production, campaigns and training | €999–2,299 / month | No | When you want a light process and a public price list |
| UGC-toimisto | UGC ad videos by campaign | €2,400–7,200 / campaign | No | When the ad account is burning through creative and organic is under control |
| Sometoimisto Noveka | Affordable monthly packages | €400–1,150 / month | Yes | When the budget is tight but you still want continuity |
The most important column in the table is channel management. In practice it separates the agencies more than price does. If the videos are delivered to you as files, the publishing routine is left to you, and that is exactly the part companies most often fail to do.
The agencies one by one
1. Formi Works
Formi Works produces short-form videos at an ongoing monthly pace and runs the social media channels end to end: ideation, scripting, shooting, editing, publishing, account management and paid distribution. The client's job is to set the frame and approve. There are over 30 partners, and the content gathers over 7 million views a month.
The model is based on testing content organically first and putting the media budget only behind what has already proven to work. Sneak.fi gathered 9.8 million views in the first 30 days, and the campaign's RoAS was 8x. OnePlus Finland's first four posts made 131,000 views and organic visibility grew by 650%. The first video gathered 300% more views than the previous partner's videos. Traveller got over 500,000 views from its first two posts, and the Props app 80,000 downloads and ten times the engagement compared with paid advertising. Other partners include Weekend Festival, Bilar99e, Dripnord, Leima.fi and Luottobiili.
Honestly: we are not the cheapest on the list and we do not suit a buyer of a one-off video. If you need one trade fair video or recruitment video, there are more sensible options further down. Pricing is monthly, and that is deliberate, because short-form video is a game of repetition. What the work involves is described in more detail on the page short-form video for businesses.
2. Höyry Media
Höyry Media (officially Höyrymedia) is a Helsinki company focused on short-form video production, with an office at Lönnrotinkatu 45. The company says it has made videos for over a hundred brands and produces over 200 videos a month. According to the price calculator on its website, ongoing production starts at €2,500 a month for four videos and rises to €7,200 a month for 16 videos (0% VAT). Multi-channel publishing is priced separately per channel, and the ready-made monthly packages sit between €3,700 and €9,000, with the packages that include publishing starting at €4,500 a month.
Höyry is the best choice when you need a lot of videos from a specialised producer and handle advertising and the rest of marketing either yourself or with another partner. If your company already has a marketing manager who knows how to publish and optimise, paying for end-to-end responsibility is unnecessary.
3. Hirvee
Hirvee is a Helsinki short-form video agency founded in 2023 that produces content for TikTok, Instagram Reels and YouTube Shorts. What sets the agency apart is its own roster of eight Finnish content creators, so videos can be made either with Hirvee's influencers or with the client's own faces. According to the website, the service also includes light management and publishing, and broader community management is sold as a separate service. A full price list is not published on the website; the price of short-form video production is set by package and number of videos on request, although starting prices are published for some of the other services.
Hirvee is the one to choose when an influencer-led approach is at the core of the strategy and the brand benefits from the content also being published on the creator's own channels. If the goal is to build an audience for your own channel, distribution with someone else's face does not build it as well.
4. VSCY
VSCY is a Helsinki marketing agency with its own production studio of over 90 square metres in Kalasatama, next to REDI. Its services include paid advertising, websites and e-commerce, growth hacking, and influencer and UGC collaborations. Prices published on the website include the Content Lite content package at €1,490 a month and the two-person Aloitustiimi at €3,500 a month, while the prices of the broader Kasvutiimi and Kasvukumppani packages are not published on the website. On its service pages VSCY promises a 60-day satisfaction guarantee: if the agreed results are not achieved, corrections are made free of charge.
VSCY suits you when you need one partner for all of your marketing, website included. If your online store's conversion is broken, adding videos will not fix it, and then a full-service house is the right direction.
5. Fiid
Fiid is a marketing agency specialising in short-form video, with offices in Helsinki and Stockholm. Its services include content marketing, paid advertising, training and influencer marketing, and its references include large Finnish brands such as VR Group and MobilePay. The agency manages its clients' social media accounts and publishes the videos on an agreed schedule, so channel management is part of the service. No price is published on the website; pricing is agreed on enquiry.
Fiid is a natural choice when the brand operates in more than one Nordic market and you want the same partner to handle both. For a smaller brand focused only on the Finnish market, multi-market expertise brings no benefit.
6. Visio Agency
Visio Agency is a Helsinki marketing agency offering short-form video production, social media marketing, photography, and paid social media and Google advertising. The agency prices its short-form video service publicly on its website in three packages: Startti from €1,600/month, Kasvu from €2,800/month and Teho from €4,500/month, all at 0% VAT. On an annual contract the prices are lower, with the packages starting from €1,500/month, €2,500/month and €4,000/month. Paid advertising is included in the Kasvu and Teho packages, while a broad content strategy plus KPI tracking and analytics belong only to the Teho package.
Structurally the model is the closest to our own, and the entry level is lower. If you are looking for a tiered monthly package and want to start with a lighter investment, this is honestly a good option.
7. MAU Agency
MAU Agency is a Finnish short-form video agency that produces short-form videos with a light, phone-shot production model. The monthly packages for ongoing production are priced publicly: Self-shoot €999 a month (eight edited videos from footage the client shoots itself), Pro-shoot €1,599 a month (four finished videos and a shoot day every other month) and Pro-shoot+ €2,299 a month (eight finished videos and a shoot day once a month). In addition, the price list has separately priced services, such as short-form video coaching from €259, training from €1,500 and campaign production from €2,899. The monthly packages do not include publishing to or managing the client's social media channels; the agency delivers the finished content to the client, and social media advertising is its own separate service.
A small team means fast reactions and few middlemen. It also means limited capacity, so if you need dozens of videos a month for several channels, ask about capacity right in the first meeting.
8. UGC-toimisto
UGC Toimisto is a Finnish agency specialising in UGC content production, making ad videos for Meta and TikTok advertising. On its website the agency describes a network of over 480 Nordic content creators in Finland, Sweden, Norway and Denmark. The service is sold as ready-made packages: Starter €2,400 (10 ads), Sprint €4,700 (20 ads) and Scale €7,200 (32 ads). The packages include scripting, shooting, editing, captions, one round of revisions and a 12-month licence for advertising use.
This is not channel management but ad creative production. It is the right purchase when the ad account is already profitable and creative fatigue is what is holding growth back. For a starting brand that does not yet have a working ad account, buying thirty ads at once is an expensive way to find out what works.
9. Sometoimisto Noveka
Sometoimisto Noveka is a Helsinki social media agency that produces short-form videos for companies on TikTok, Instagram and YouTube Shorts and runs paid social media advertising. The price list published on the agency's website consists of four monthly packages, starting at €400 a month (Mini, two videos plus photos) and going up to €1,150 a month (Superi, eight short-form videos). Every package includes one shoot day a month, a social media strategy, captions, a publishing calendar, publishing of the content and monthly reporting. The prices are starting prices excluding VAT, and by committing for a year the client saves 10% on the price.
In this price range you get a professional basic package, but not continuous optimisation or media budget management. That is quite enough for a company that wants to start a regular publishing rhythm without a big investment.
For a consumer brand: what changes
A consumer brand weighs different things in its buying decision than a B2B company does. Content has to come in volume, because one good video is not enough to keep the algorithm moving, and trends have to be caught in days, not weeks. What is decisive, though, is whether the work connects to sales or just to views.
This narrows the list quickly. For a consumer brand, the relevant agencies are the ones that either produce at sufficient volume or also take responsibility for publishing and advertising. Höyry answers the need for volume, Hirvee brings faces and a ready-made audience, and VSCY is the right direction when the website and advertising need fixing at the same time. UGC-toimisto, in turn, feeds the ad account with creative. Our own model is built around the same team being responsible for both organic testing and paid distribution, so ad euros are not spent on guesswork.
Practical examples of what consumer-side work looks like: in e-commerce, Sneak.fi's first 30 days made 9.8 million views, and the campaign's RoAS was 8x. In restaurants, 41 short-form videos were made with Hans Välimäki, gathering 3.2 million views, and table bookings rose during the first two months. In apps, Props got 80,000 downloads and ten times the engagement compared with paid advertising. What these have in common is that the work has continued for months, not weeks.
Other players worth noting
Outside the comparison there are specialised players that can be the right choice for a particular need:
- Videopalat, Tampere: short-form videos for the B2B communications of technology and industrial companies, themed set from €2,500 (five videos).
- Eravia: a mobile studio comes to your company and one content day produces 8–16 ready-scheduled videos. Prices are published by region, in the Helsinki area from €3,450.
- Valote, Turku: productised fixed-price packages, short-form videos from €1,500.
- Highroad Media, Tampere: fixed monthly packages at €649–1,149 a month.
- Hero Creative, Kuopio region: productised packages from €950, monthly subscription €790 a month.
- Wooli, Helsinki: a full-service content studio where one shoot is turned into many formats.
- Bloomsday, Helsinki: communications, events and video under one roof.
- Refedo, Helsinki: B2B- and LinkedIn-focused short-form videos as part of broader video production.
- Gallamedia: a local social media partner in Eastern and Central Finland.
- Soul Media: low-threshold short-form videos, a good choice for an entrepreneur nervous about being on camera.
When not to hire a short-form video agency
Buying an agency is the wrong move more often than agencies admit. A few situations where the money is better spent elsewhere.
The product does not sell yet even without videos. If the online store's conversion is broken or nobody buys even when traffic comes in, short-form video only makes the loss arrive faster. Fix the product pages, pricing and delivery time first.
There is nobody in the company with time to approve content. Ongoing production most often breaks down on the client's end, not the agency's. If nobody has time to look at scripts and give feedback weekly, the queue stands still and you pay for nothing.
You need one video. A monthly contract is an expensive way to buy one trade fair video. The market price of a single video and the logic of a one-off purchase are covered in the article short-form video pricing.
An in-house creator would make more sense. If you need content every day and your industry demands a constant presence, your own creator can work out cheaper. The calculation is laid out in the article social media agency or in-house creator.
Revenue is under a million and there is only a three-month buffer in the bank. Short-form video pays off by accumulation, and three months is rarely enough to see the whole picture. In that case start with a freelancer, whose price range on the market is typically €200–500 per video, and move to an ongoing model once the work starts paying off.
Four questions before you sign
Who publishes. Ask for the contract to state who is responsible for publishing, comment handling and the calendar. This is the most common grey area.
What is measured. Views are an intermediate step. Agree in advance which metric is looked at after three months and what happens if it does not move.
Who does the work. Ask who shoots and who edits, and whether you will meet them. The salesperson and the maker are rarely the same person.
What happens after three months. Ask how the work evolves based on the data. A starter package without a plan for what comes next is a bad purchase. A longer list of questions is in the article how to choose a marketing partner.
If you want to go through your own situation
The purpose of this list is not to prove that Formi Works is the best for everyone. Half of the situations are better solved by another agency on the list or with no agency at all.
